NIS-2-Congress 2026

The Cyber Security Council Germany e.V. will be participating in the 3rd NIS-2 Congress in Frankfurt am Main on May 12, 2026.
Our President, Hans-Wilhelm Dünn, will both deliver a presentation in the Cyber Resilience track and take part in a panel discussion on digital sovereignty.
The NIS-2 Congress brings together experts from industry, public administration, associations, and IT security to discuss current challenges related to cyber resilience, the implementation of NIS-2, and digital capability.
Presentation: What matters in a crisis? On the nature and reality of cyber resilience
The presentation explores what cyber resilience truly means beyond buzzwords and checklists.
At its core is the understanding that resilience is not defined by ambition, but proven in times of crisis. The key question is whether systems, structures, and collaboration remain operational under disruption.
The talk highlights why resilience begins with an honest assessment of dependencies, capabilities, and limitations—and why it must be built proactively through architecture, standards, interoperability, and well-designed structures, rather than being developed only in response to crises.

In addition, Hans-Wilhelm Dünn will participate in the panel discussion “Digital sovereignty in practice: Between dependency and control.”
The discussion will focus on key questions shaping our digital future:
- What do we mean by digital sovereignty?
- Where do dependencies and risks actually lie?
- What solutions and approaches already exist?
- And what are the next necessary steps?
