In the current publication, Hans-Wilhelm Dünn, President of the Cyber Security Council Germany e.V., addresses the strategic importance of cybersecurity for European resilience in 2025. The text provides an in-depth look at how pioneering regulations such as the Cyber Resilience Act (CRA) and the Cyber Solidarity Act are designed to secure the EU’s digital sovereignty against hybrid threats and AI-supported disinformation. In light of global political upheavals, it is demonstrated that cybersecurity has long since ceased to be a purely technical niche issue, but is instead an essential prerequisite for economic stability and democratic self-determination.

The analysis further illustrates the growing necessity for a close integration of civil security, defense, and operational crisis management at the Union level. Particular attention is paid to transatlantic uncertainties and the goal of strategic autonomy within an increasingly multipolar digital landscape. This contribution thus provides an indispensable categorization of current European technology policy and its long-term impact on the single market.
